Authorizes high-performing charter schools to increase enrollment by up to 15% annually, expand grade levels, submit quarterly financial statements instead of monthly, consolidate charters, and receive 15-year charter terms or renewals.

Allows high-performing charter schools to replicate their educational programs by establishing new charter schools in other districts, with applications deemed approved if sponsors fail to act within 60 days.

Amends charter school application and renewal processes to require sponsors to allow technical correction of deficiencies, apply heightened "clear and convincing evidence" standards when denying high-performing school applications, and allow direct appeals to the State Board of Education.

Requires charter school governing boards to appoint parent representatives, hold at least two public meetings annually, and prohibits sponsors from conditioning charter approval on waiving high-performing charter school benefits; establishes local educational agency status for certain multi-school charter systems managing federal funds.
