Calls for Congress to convene an Article V constitutional convention for the limited purpose of proposing an amendment allowing any federal law or regulation to be repealed by a two-thirds vote of state legislatures.

Proposes specific amendment language permitting repeal of federal provisions when legislatures of two-thirds of the states approve resolutions particularly describing the law or regulation to be repealed.

Asserts Congress has exceeded its constitutional authority and encroached on powers reserved to the states and people, citing federal debt accumulation and unfunded mandates on state and local governments.

Automatically revokes and withdraws the resolution retroactively if it is used to call or support a convention for any purpose other than consideration of the proposed amendment.

Directs the Florida Secretary of State to transmit certified copies of the resolution to federal officials and Florida's congressional delegation.
