Calls for a special election on the date of the 2012 presidential preference primary to submit constitutional amendments to voters for approval or rejection.

Amendments proposed in Senate Joint Resolution 658 or House Joint Resolution 381 address homestead property assessment limits, nonhomestead real property assessment caps, and additional homestead exemptions for new homestead owners.

Requires publication of notice in accordance with Section 5 of Article XI of the State Constitution, with the special election conducted as other special elections are held.

Appropriates $560,000 in nonrecurring General Revenue Fund money to the Department of State for fiscal year 2011-2012 to advertise the constitutional amendments.

Takes effect upon becoming law only if enacted by at least three-fourths vote in both legislative houses and if the related joint resolution is adopted by both houses.
