Increases exempt sign size from 16 to 32 square feet for residential, farm, and small business directional signs at road junctions with the State Highway System.

Revises vegetation management requirements for billboard visibility by allowing applicants to choose between submitting a vegetation management plan, making a mitigation contribution to the Federal Grants Trust Fund, or combining both options.

Establishes view zones along highways (350 feet for speeds ≤35 mph, 500 feet for speeds >35 mph) where beautification projects cannot be planted if they screen permitted signs; requires 90-day advance notice to sign owners.

Requires the Department of Transportation to act on vegetation permit applications within 30 days, with permits valid for 5 years and renewable for an additional 5 years.

Creates a tourist-oriented commerce signs pilot program in rural areas of critical economic concern, exempting signs up to 32 square feet (4 feet height maximum) from permit requirements if located within 2 miles of the business and properly spaced.
