Renames the "Florida Service-Disabled Veteran Business Enterprise Opportunity Act" to expand eligibility to include wartime veterans and veterans of a period of war, not just service-disabled veterans.

Expands the definition of eligible veteran business owners to include wartime veterans who served 90 or more days during a period of war, or were discharged for service-connected disability, or served 90 consecutive or aggregate days across multiple wartime periods.

Requires certified veteran business enterprises to include at least 51 percent ownership and daily operational control by wartime veterans or service-disabled veterans, with expanded documentation requirements for wartime service verification.

Maintains state vendor preference requiring procurement contracts to be awarded to certified veteran-owned businesses when bids are equal on price, quality, and service; applies tie-breaking rule based on smallest net worth if multiple preferred vendors bid.

Effective July 1, 2011.
