Redefines "clinic" under the Health Care Clinic Act to include medspas, making them subject to state licensure and regulation requirements.

Defines a medspa as an entity where patients receive injections of cosmetic or esthetic substances prescribed by a licensed health care provider, or undergo tissue alteration using device-based waveform energy such as lasers or intense pulsed light prescribed by a licensed provider.

Removes language requiring clinics to "tender charges for reimbursement" and updates definition to explicitly include mobile clinics and portable equipment providers.

Effective date: July 1, 2011.
