Establishes the "Deaf and Hard-of-Hearing Children's Educational Bill of Rights" to promote communication-driven and language-driven educational systems for deaf and hard-of-hearing students in Florida.

Recognizes that deaf and hard-of-hearing children have unique communication needs and should be placed in the least restrictive educational environment with services based on their individual communication and language requirements.

Requires the Department of Education to develop a model for "communication considerations for students who are deaf or hard of hearing" to be integrated into individual education plans for these students.

Directs state agencies including the Department of Education, Florida School for the Deaf and the Blind, and Department of Health to develop recommendations ensuring deaf and hard-of-hearing children have quality communication opportunities and access to trained educators and deaf role models.

Becomes effective July 1, 2011.
