Establishes that unlicensed security work is a first-degree misdemeanor, with second or subsequent offenses being a third-degree felony subject to civil penalties up to $10,000.

Exempts unlicensed activity conducted within 90 days after a license expires from penalties.

Creates felony penalties for impersonating licensed security professionals while forcing others to assist, ranging from third-degree (base offense) to first-degree felony (if causing death or serious bodily injury during commission of another felony).

Authorizes Class "G" licensed security officers at critical infrastructure facilities to temporarily detain persons suspected of crimes until law enforcement arrives, including authority to search for weapons if the detainee appears armed.

Defines "critical infrastructure facility" to include chemical plants, refineries, electrical power facilities, water treatment plants, natural gas facilities, telecommunications offices, seaports, and public transportation facilities that employ security measures and are designated vital by state or federal authorities.
