Eliminates minimum live racing requirements for greyhound permitholders beginning with the 2011-2012 fiscal year, allowing them to operate without conducting any live performances.

Extends the application amendment period for greyhound permitholders through August 31, 2011 for the 2011-2012 fiscal year, and allows permitholders to amend applications requesting live performances through February 28.

Removes the requirement that holders of converted jai alai permits conduct a full schedule of live racing to be eligible for tax credits.

Allows greyhound permitholders to obtain and maintain cardroom licenses without conducting live racing or holding a corresponding pari-mutuel license application.

Modifies intertrack wagering rules to permit greyhound permitholders to accept intertrack wagers on live greyhound signals without written consent from other greyhound permitholders in their market area, and limits municipal taxes on simulcasts and intertrack wagering to facilities without existing municipal agreements.
