Requires the majority of charter school governing body members to reside in the school district where the charter school is located.

Prohibits charter schools from transferring enrolled students to another charter school with a separate Master School Identification Number (MSID) without written parental approval.

Makes charter schools ineligible for state implementation grant funds if they share educational facilities or administrative/instructional/support staff with another charter school having a separate MSID.

Requires charter schools that received state implementation grant funds and become ineligible under the sharing provisions to return the prorated amount of funds for any period of ineligibility.

Limits combined student enrollment of multiple charter schools with separate MSIDs operating at the same facility to the capacity approved by building officials.
