Transfers the Division of Emergency Management from the Department of Community Affairs to the Executive Office of the Governor and renames it the "Office of Emergency Management," effective July 1, 2011.

Establishes the Office of Emergency Management as a separate budget entity within the Executive Office of the Governor with a director appointed by and serving at the pleasure of the Governor.

Updates the Hurricane Loss Mitigation Program by transferring it to the Office of Emergency Management and adding a representative from the Florida Building Commission to the advisory council.

Revises numerous Florida Statutes to conform references from "Division of Emergency Management" to "Office of Emergency Management" throughout emergency management, insurance, transportation, and domestic security provisions.

Requires the Division of Statutory Revision to prepare a reviser's bill to conform remaining statutory references to changes made by this act.
