Adds Department of Corrections original certificate of identification or valid identification card as satisfactory proof of identity for obtaining a Department of Highway Safety and Motor Vehicles identification card.

Renumbers existing acceptable identity documents from sub-subparagraphs g and h to h and i respectively to accommodate the new Department of Corrections identification option.

Maintains all existing identity document requirements including U.S. birth certificates, passports, naturalization certificates, green cards, employment authorization cards, and nonimmigrant classification documentation.

Takes effect July 1, 2011.
