Creates confidential and exempt status under public records law for financial information (revenue, loss, expense data) submitted by title insurance agencies and insurers to the Department of Financial Services.

Requires title insurance agencies and insurers licensed in Florida to submit financial information to DFS by March 31 each year to assist in analyzing premium rates, title search costs, and industry financial viability.

Authorizes DFS to disclose combined aggregate data from all reporting entities without revealing individual agency or insurer identities.

Requires DFS to adopt administrative rules to implement the information collection and confidentiality requirements.

Exemption subject to Open Government Sunset Review Act and automatically repeals October 2, 2016 unless reenacted by the Legislature.
