Amends the definition of "Florida minimum wage" to include reference to the adjusted real wage rate calculation methodology in section 448.110(5)(a)

Establishes an "adjusted real wage rate" based on the $6.15 base-period wage that maintains purchasing power parity using the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the South Region

Makes the adjusted real wage rate the Florida minimum wage only when both the previous year's Florida minimum wage and the current federal minimum wage are lower than the calculated adjusted real wage rate

If the adjusted real wage rate is lower than both the previous year's Florida minimum wage and the federal minimum wage, the higher of those two becomes the Florida minimum wage

Requires annual calculation of the adjusted real wage rate by the Agency for Workforce Innovation each September 30, effective January 1 of the following year, with this act taking effect July 1, 2011
