Establishes the Dan Marino Foundation Florida Vocational College in Broward County as a state-supported residential school serving students ages 18-26 with developmental disabilities who are ineligible for exceptional student education funding or have graduated from high school.

Creates a seven-member Board of Trustees appointed by the Governor and confirmed by the Senate, including the chair and CEO of the Dan Marino Foundation and two persons with developmental disabilities, with four-year terms.

Requires the Auditor General to conduct annual audits of the school's accounts and records, and authorizes the Department of Education's Office of Inspector General to conduct investigations at the school.

Mandates background screening and security investigations for all employees and job applicants using level 2 standards, with violations of disclosure requirements constituting a first-degree misdemeanor.

Authorizes the board to employ campus police officers with full law enforcement authority on school property, requires annual reports of on-campus crime statistics, and defines the college as a component of Florida's K-20 education system.
