Allows persons alleged by the Elections Commission to have violated election or campaign financing laws to elect a formal administrative hearing before the Division of Administrative Hearings as a matter of right within 30 days of allegations.

Authorizes administrative law judges to assess civil penalties up to $1,000 per count upon finding violations, with consideration of gravity, prior history, financial resources, and good faith compliance efforts.

Establishes that electioneering communications organizations are subject to civil penalties for violations of election and campaign financing laws.

Directs all civil penalties and fines collected to be deposited into the General Revenue Fund rather than the Election Campaign Financing Trust Fund.

Removes references to the expired Election Campaign Financing Trust Fund throughout the statute.
