• Comprehensively revises Florida's Uniform Interstate Family Support Act to align with the 2008 model, including expanded jurisdiction over nonresidents, improved procedures for determining controlling child support orders when multiple orders exist, and new provisions for handling foreign support orders.

• Establishes the Department of Revenue as the state support enforcement agency and clarifies that courts and administrative agencies serve as state tribunals; designates the Department of Children and Family Services as the United States Central Authority for implementing The Hague Convention on International Recovery of Child Support.

• Creates new procedures for registering, recognizing, and enforcing foreign support orders subject to The Hague Convention, with streamlined registration requirements and grounds for refusing enforcement limited to public policy concerns and lack of proper notice.

• Modifies spousal support jurisdiction to grant continuing exclusive jurisdiction to the issuing tribunal throughout the obligation's existence and restricts when Florida tribunals can modify child support orders issued by foreign countries unless the foreign tribunal lacks or refuses jurisdiction.

• Takes effect July 1, 2011, and applies to all proceedings begun on or after that date involving establishment of support orders, parentage determinations, or modification of prior support orders regardless of when originally issued.
