Prohibits farm owners or operators from tethering or confining calves raised for veal and egg-laying hens in ways that prevent them from lying down, standing up, fully extending limbs, or turning around freely for all or the majority of any day.

Exempts covered farm animals from these restrictions during scientific research, veterinary treatment, transportation, rodeo and fair exhibitions, and lawful slaughter.

Authorizes the Department of Agriculture and Consumer Services and the Attorney General to bring civil actions for injunctive relief against violations; customary farming practices are not a valid defense.

Applies to calves raised for veal beginning October 1, 2012, and to egg-laying hens beginning July 1, 2020.

Supplements existing animal welfare laws without limiting other state protections for animal welfare.
