Authorizes counties to designate up to four 10-day periods annually (Friday through Sunday) for special events designed to enhance tourism.

Provides eligible counties with distributions from the Revenue Sharing Trust Fund for Counties equal to 50 percent of the increase in sales tax collections during designated event periods compared to the same periods in the previous year.

Transfers necessary funds from the General Revenue Fund to the Revenue Sharing Trust Fund for Counties to support special event distributions, with adjustments based on Revenue Estimating Conference forecasts.

Requires counties receiving special event distributions to share funds with units of local government (cities, municipalities) within whose jurisdiction the special events were held.

Effective date: July 1, 2011.
