Revises legislative findings in s. 288.9602, F.S. to emphasize the importance of economic activities in counties and municipalities throughout the state.

Adds language stating that the Florida Development Finance Corporation Act's purposes may be accomplished through legislation implementing constitutional provisions allowing local governments to issue revenue bonds for capital projects and authorizing new investment methods for public trust funds.

Creates s. 366.94, F.S. authorizing producers of renewable energy to sell electricity directly to retail consumers without restriction.

Requires the Public Service Commission to adopt rules establishing interconnection and metering requirements, utility service rate mechanisms that prevent subsidies to renewable energy consumers, and notice requirements for renewable energy facilities.

Requires the Public Service Commission to submit reports to the Legislature beginning January 1, 2012, and every 6 months thereafter, addressing the impacts of renewable energy sales on the electric grid, utility systems, and ratepayers.
