Eliminates the Division of Driver Licenses and Division of Motor Vehicles, replacing them with a single Division of Motorist Services within the Department of Highway Safety and Motor Vehicles.

Establishes that the executive director of the department serves at the pleasure of the Governor and Cabinet and may create a command, operational, and administrative services structure.

Requires speed-measuring devices used for traffic citations under specified sections to be tested and approved, and prohibits citations unless such devices were used and properly tested.

Creates a specialty driver's license and identification card program available for state and independent universities, Florida professional sports teams, and all branches of the United States military, with $25 fees distributed 20 percent to the relevant organization and 80 percent to the department.

Modifies requirements for identification cards and driver's licenses for nonimmigrant applicants, requiring at least one specified document and allowing the department to require additional documents to verify continuous lawful presence; allows the department to waive fees for good cause.
