Limits continuances in adjudicatory hearings to no more than 1 year after the advisory hearing unless compelling reasons or extraordinary circumstances exist.

Changes termination of parental rights hearings from confidential and closed to open to the public, unless parents or guardians file a written motion to make them confidential.

Requires the citizen review panel's report and recommended order to accompany the court's written order in termination of parental rights cases.
