Notifies the U.S. Department of Education that 30 named Florida colleges and universities are authorized to operate educational programs beyond the secondary level in response to federal regulations issued October 29, 2010.

Lists eligible institutions including Ave Maria University, Barry University, Embry-Riddle Aeronautical University, Florida Institute of Technology, University of Miami, and 24 others authorized to participate in state-funded student financial aid programs.

Recognizes that these institutions are exempt from Commission for Independent Education jurisdiction but must comply with Florida requirements for fair consumer practices, crime statistics reporting, physical plant safety, and hazing policies.

Directs copies of the memorial to the U.S. Secretary of Education, President of the United States, congressional leadership, and all members of the Florida delegation to Congress.
