Expands the John M. McKay Scholarships for Students with Disabilities Program to include students with a 504 accommodation plan under the federal Rehabilitation Act of 1973, in addition to those with individual education plans.

Requires school districts to notify parents of available options within 10 days after a 504 accommodation plan is issued, including options to attend a different public school or receive a private school scholarship.

Prohibits students with temporary 504 accommodation plans valid for 6 months or less from receiving a McKay Scholarship.

Allows parents to enroll their student in a public school in an adjacent school district if that district has available space and offers the services outlined in the student's 504 accommodation plan.

Establishes scholarship funding for 504 plan eligible students based on the program cost factor the student generates through the Florida Education Finance Program, effective July 1, 2011.
