Requires entities bidding on contracts with the Florida Rail Enterprise or fixed-guideway transportation systems to certify whether they had direct involvement in deporting individuals to camps in Europe between January 1, 1942, and December 31, 1944.

Defines "direct involvement" as ownership or operation of trains used to deport persons to extermination, work, concentration, or prisoner-of-war camps during the specified period.

Entities admitting direct involvement must certify whether they possess records related to those deportations and whether they have provided restitution to identifiable victims.

Allows entities to provide mitigating circumstances in narrative or documentary form regarding wartime conduct.

Requires the Florida Rail Enterprise or other fixed-guideway transportation system to acknowledge receipt of certification information when awarding contracts; effective July 1, 2011.
