Establishes that regulation of tour-guide services in Florida is solely the responsibility of respective counties rather than the state.

Removes references to "tour-guide services" from state statutes governing prearranged travel and tourist-related services (sections 559.927, 559.9285, 559.9335, and 559.937).

Modifies definitions to replace comma-separated references with "or" when listing "prearranged travel" and "tourist-related services," eliminating tour-guide services from state regulatory definitions.

Removes tour-guide services from state certification requirements for sellers of travel and from state violation and criminal penalty provisions.

Takes effect July 1, 2011.
