Amends the John M. McKay Scholarships for Students with Disabilities Program to specify that a scholarship ends when a student enrolls in a public school or public school program.

Clarifies that enrollment in a public school or public school program constitutes "returning to a public school" for purposes of determining when the scholarship term ends.

Creates an exception for students detained in a Department of Juvenile Justice detention center for 21 days or fewer, who are not considered to be returning to a public school during that period.

Effective date is July 1, 2011.
