Creates section 1008.347, Florida Statutes to establish standards for parental or guardian involvement in prekindergarten through grade 12 education, with the purpose of providing information and tools to parents to support student achievement and accountability.

Identifies principles that parental or guardian involvement should be comprehensive, developmental with a preventive approach, and recognizes that formal education is not required for parents or guardians to support their child's academic performance.

Requires teachers and schools to develop and share information packets, forms, or videos with parents or guardians covering school attendance requirements, physical readiness for school, and academic work expectations, with written acknowledgement from parents or guardians.

Mandates that prekindergarten through grade 3 teachers monitor and assess parental or guardian involvement and mail evaluation reports rated as "satisfactory," "needs improvement," or "unsatisfactory" based on parent response to communication, homework completion, student physical preparation, and attendance patterns.

Reports are sent only when students have five unexcused absences or 10 unexcused tardies in a quarter, or when five teacher requests for communication go unanswered; requires State Board of Education to adopt rules for an appeals process allowing principals, teachers, and parents or guardians to meet and discuss improvement steps.

Effective date of implementation is the 2012-2013 school year.
