Increases contribution limits to political candidates based on office level: $10,000 for Governor/Lieutenant Governor, $5,000 for other statewide offices, $2,500 for legislative/multicounty offices, and $1,000 for countywide and judicial offices (up from a flat $500 limit).

Establishes that when a candidate changes their designated office, contributions may be used for the new office up to the new office's contribution limit, with excess amounts required to be returned or disposed of per withdrawal procedures.

Requires candidates changing their designated office to notify all contributors in writing within 15 days and offer pro rata returns of contributions upon contributor request within 30 days.

Applies the highest contribution limit to political committees supporting multiple candidates subject to different limits under this section.

Effective date of July 1, 2011.
