Redefines "gift" under ethics law to exclude contributions or expenditures reported under federal election law, in addition to those reported under Florida campaign finance law.

Expands the definition of "local officer" requiring financial interest disclosure to include members of community redevelopment agency boards and finance directors of counties, municipalities, and other political subdivisions.

Repeals the definition of "corruptly" or "with corrupt intent" from Florida Statutes section 838.014(4) and replaces it with a "knowingly" standard in bribery, unlawful compensation, and official misconduct statutes.

Changes the mental state requirement for bribery, unlawful compensation or reward for official behavior, and official misconduct from "corruptly" or "with corrupt intent" to "knowingly."

Effective date: July 1, 2011.
