Limits attorney's fees in personal injury protection disputes to the lesser of $200 per billable hour or a multiple of the disputed amount recovered, with multipliers decreasing as disputed amounts increase.

Sets attorney's fee caps at $5,000 for disputes under $500 (15x multiplier), $10,000 for disputes of $500-$5,000 (10x multiplier), and $15,000 for disputes of $5,000-$10,000 (5x multiplier).

Caps attorney's fees in class actions at the lesser of $50,000 or three times the total disputed amount recovered in the class action proceeding.

Prohibits calculation of attorney's fees using contingency risk multipliers in personal injury protection disputes.

Effective July 1, 2011.
