Removes requirement that Florida Virtual School be housed within the Office of Technology and Information Services; modifies district school board powers regarding student access to virtual school courses.

Prohibits school board members and relatives from soliciting or accepting gifts over $50 from vendors or entities doing business with the school district.

Revises school grading system to base grades on statewide assessments; requires Department of Education to categorize schools into six categories beginning 2010-2011 school year.

Requires each district school board to develop and implement digital curriculum for grades 6-12; authorizes partnerships with private businesses and consultants; requires Department to develop model curriculum.

Mandates each district school board implement career and professional academy in at least one middle school by 2011-2012 school year, aligned with high school academies and providing pathways to industry certification.

Expands special education services to include Listening and Spoken Language specialists for deaf or hard of hearing students with implants or hearing devices.

Requires school districts post plain language budget summaries on websites and maintain data on restraint and seclusion incidents with standards established by October 1, 2011.
