Amends Florida Constitution Article V, Section 12 to open Judicial Qualifications Commission proceedings and records to the public once formal charges are filed, a decision is made not to file charges, or a settlement agreement is reached.

Requires all records and materials relating to complaints against justices or judges to be publicly accessible for inspection and copying once proceedings become open, except for information otherwise confidential or exempt from disclosure.

Mandates the commission notify the Speaker of the House of Representatives of all complaints received or initiated, all investigations conducted, and all complaints dismissed, settled, or concluded.

Maintains confidentiality of commission proceedings before formal charges are filed, formal charges are declined, or a settlement is reached.

Specifies that records and materials are accessible to the public regardless of whether they were received or created while proceedings were confidential or open.
