Authorizes employees who are members of a labor organization to decertify the labor organization or its certified bargaining agent at any time, with procedures provided in s. 447.307.

Requires labor organizations to annually provide written notice to members explaining their rights to decertify, including requirements and a sample petition for revoking certification.

Mandates labor organizations keep accurate accounting records itemized by source of receipts and purpose of expenditures, with members having the right to inspect books and records at any reasonable time.

Requires labor organizations to annually provide members a written account detailing expenditures and receipts for the previous 12 months, including breakdown of spending on political contributions and administrative salaries.

Authorizes the Attorney General to enforce these protections on behalf of aggrieved members and pursue civil or administrative actions for damages, injunctive relief, and civil penalties, effective July 1, 2011.
