Requires the Higher Education Coordinating Council to recommend plans for defining core responsibilities of postsecondary institutions, establishing performance measures, evaluating articulation policies, and planning workforce development education changes, with baccalaureate degree authorization as the first priority.

Mandates the council submit a report to the Governor and Legislature by December 31, 2011, including recommendations for implementation in the 2012-2013 fiscal year.

Requires the Department of Education to annually review student performance data to determine appropriate credit-by-examination scores and courses, and to establish minimum Advanced Placement Examination scores by July 1, 2012.

Eliminates the exemption from summer-term enrollment requirements for students earning 9 or more accelerated credits.

Repeals the exemption process for Florida colleges to obtain State Board of Education approval for subsequent baccalaureate degree programs and repeals section 1000.07 relating to the Florida Business and Education Collaborative.
