SB 1734 Summary

• Discontinues the Florida Comprehensive Assessment Test (FCAT) beginning with the 2013-2014 school year and prohibits its administration to public school students.

• Replaces the grade 10 FCAT with the High School Competency Test (HSCT) as the primary assessment requirement.

• Requires students to earn passing scores on both the communications skills and mathematical skills sections of the HSCT to qualify for a standard high school diploma.

• Authorizes the State Board of Education to designate passing scores for each HSCT section, with increased scores applying only to first-time test takers after the change is made.

• Takes effect July 1, 2011.
