Eliminates the "limited nursing services" license category for assisted living facilities; allows standard-licensed facilities to provide limited nursing services directly through licensed nurses under specified conditions.

Increases the per-resident biennial licensing fee for assisted living facilities from $50 to $71 per resident while eliminating the separate limited nursing services license fee.

Expands disclosure and accountability requirements for blood establishments collecting from volunteer donors, including mandatory Internet posting of operational data, financial statements, and conflict-of-interest policies; establishes civil penalties up to $10,000 annually for non-compliance.

Authorizes blood establishments to obtain restricted prescription drug distributor permits to distribute blood-related medications and drugs essential to blood collection operations to licensed health care entities.
