Establishes the Agency for Enterprise Business Services within the Department of Management Services as a separate budget entity independent from departmental control over purchasing, personnel, property, and budgetary matters.

Creates an executive director position titled Enterprise Financial Business Operations Officer, appointed by the Governor with at least three affirmative Cabinet votes and subject to Senate confirmation.

Requires the agency to develop and submit an Enterprise Financial Business Strategic Plan by December 1, 2012, including an inventory of all agency financial systems, costs, planned projects, and recommendations for standardizing enterprise financial functions.

Directs the agency to assess which agency financial systems should be included in the Florida Financial Management Information System and provide recommendations for modifications, enhancements, and governance structure changes.

Becomes effective July 1, 2011.
