Defines "viability" as the stage of fetal development when the unborn child's life may be continued indefinitely outside the womb with reasonable medical probability.

Prohibits abortion after viability or in the third trimester except when necessary to prevent death of the pregnant woman or substantial irreversible impairment of a major bodily function, certified by two physicians, or in medical emergencies.

Requires abortion clinics to be wholly owned and operated by physicians trained in dilation-and-curettage or dilation-and-evacuation procedures (except those licensed before October 1, 2011) and mandates conspicuous notice in all advertisements that clinics cannot perform third-trimester or post-viability abortions.

Requires physicians performing abortions in clinics to complete 3 hours of annual ethics continuing education and restricts terminations to hospitals, licensed abortion clinics, or physician offices.

Increases penalty for improper disposal of fetal remains to first-degree misdemeanor; requires Agency for Health Care Administration to report abortion statistics to the Governor and Legislature; and mandates permanent license revocation for health care practitioners convicted of felony violations.
