Repeals Chapter 503, Florida Statutes, which regulated frozen desserts, including licensure of frozen dessert plants, enforcement, penalties, and preemption of municipal and county regulations.

Removes references to frozen desserts from the Department of Agriculture and Consumer Services' regulatory duties in ice cream and milk product enforcement.

Eliminates frozen dessert inspection and testing responsibilities from the Division of Dairy Industry's duties.

Updates conforming references in sections 381.0014, 570.07, 570.40, 570.41, 570.50, and 570.51 to remove citations to the repealed Chapter 503.

Takes effect July 1, 2011.
