Creates the "Born Alive Infant Protection Act" in Florida law, defining "born alive" as complete expulsion or extraction of a human infant at any developmental stage who breathes or shows heartbeat, cord pulsation, or voluntary muscle movement after expulsion, regardless of the method of delivery including induced abortion

Grants infants born alive subsequent to an abortion the same legal rights, powers, and privileges as any other child born alive in Florida

Requires health care practitioners present at birth to exercise the same level of professional skill, care, and diligence to preserve life and health for infants born alive after abortion as for any other live birth

Mandates health care practitioners report violations of this section to the department, with violations constituting grounds for discipline under Florida Statutes section 456.072(1)(k)

Takes effect July 1, 2011
