Changes judicial waiver petition deadline from 48 hours to 3 business days, with chief judge ensuring a hearing within 48 hours if the deadline is missed, and allows minor to appeal if waiver is denied with appellate review within 7 days.

Expands factors for court to consider in maturity determination to include the minor's age, intelligence, emotional development, ability to assess consequences, understanding of medical risks, and whether undue influence exists.

Requires court orders to contain factual findings and legal conclusions relating to the minor's maturity and clarifies that "best interest" standard excludes financial considerations.

Mandates Supreme Court report to include the reason for each waiver of notice granted.
