Allows electronic mail as a valid method for delivering change-of-address notices from tenants to storage facility owners.

Clarifies that parties may create contractual liens and limitations on liability through special contracts or agreements in addition to liens established by common law, equity, or statute.

Takes effect July 1, 2011.
