Creates a forensic mental health probation and parole program within the Department of Corrections to manage reentry of mentally ill inmates into the community, with designated forensic probation officers to coordinate care and reduce incarceration due to violations

Authorizes chief judges in each circuit to establish mental health courts to process cases involving mentally ill defendants, determine eligibility for diversion programs, and supervise compliance with treatment plans

Requires Department of Children and Family Services contractors working with forensic mental health clients to assign forensic case managers and coordinate with probation programs and mental health courts

Allows involuntary outpatient treatment plans to require patients to take all prescribed medications when supervised by a forensic mental health case manager

Mandates the Office of Program Policy Analysis and Government Accountability to study causes of mental health incarceration and submit a report to the Legislature by December 31, 2011
