Removes the requirement that bicycle operators keep at least one hand on the handlebars while operating a bicycle.

Renumbers subsequent bicycle regulation provisions from subsections (8)-(20) to subsections (7)-(19) to account for the removal of the hand-on-handlebars requirement.

Updates cross-references in section 322.27, Florida Statutes, to reflect the new subsection numbering for bicycle regulations regarding traffic violations and point system assessments.

Takes effect July 1, 2011.
