Establishes a voluntary sound testing program for airboats administered by the Fish and Wildlife Conservation Commission, with testing facilities charging a $25 fee.

Airboats that test at 107 dB A or less while traveling on plane at 100 feet receive a numbered decal authorizing operation on all navigable waterways in Florida, including those where airboats are locally prohibited.

Sound tests must be conducted with the airboat traveling on plane in water 1 foot deep or less for 100 feet perpendicular to fixed testing equipment, with calibration for ambient noise and weather factors.

Requires a two-thirds majority vote by county or municipal governing bodies to enact ordinances discriminating against airboats that do not bear a decal under the sound testing program.

Conforms muffling device regulations to allow exceptions for airboats bearing the low-sound decal when local jurisdictions impose additional noise pollution standards.
