Requires school boards to work with the Florida High School Athletic Association to develop guidelines, educational materials, and forms about concussions and head injuries for coaches, athletes, and parents.

Mandates that youth athletes suspected of sustaining a concussion or head injury be immediately removed from competition.

Prohibits a youth athlete from returning to competition until evaluated and cleared by a physician, osteopathic physician, nurse, or physician assistant trained in concussion management.

Provides liability protection for volunteer medical professionals who authorize return to competition, except in cases of gross negligence or willful or wanton misconduct.

Establishes that concussion and head injury information sheets must be signed yearly by athletes and parents prior to participation in practice or competition.
