Establishes a new high school career diploma track beginning with students entering grade 9 in the 2011-2012 school year, requiring completion of 24 credits with student and parent written agreement to pursue this path.

Specifies 24 core curriculum credits including 4 credits each in English and mathematics (including Algebra I and geometry), 3 science credits (including Biology I with lab components), 3 social studies credits, and 6 credits in career or technical training.

Requires students scoring at FCAT Level 1 in reading to complete intensive reading courses and students scoring at Level 1 or 2 in mathematics to receive remediation in the following year.

Mandates district school boards establish graduation standards including a 2.0 cumulative grade point average, passing FCAT scores, and adoption of support policies such as grade forgiveness, summer school, tutoring, and counseling to help students meet requirements.

Allows students with disabilities to have FCAT requirements waived if their IEP committee determines the test cannot accurately measure their abilities after two testing opportunities, and permits awarding a certificate of completion to students meeting all other requirements but unable to achieve certain standards.
