Authorizes nonpublic schools to administer the statewide kindergarten screening to kindergarten students who were enrolled in the Voluntary Prekindergarten Program.

Requires the Department of Education to include the percentage of students who meet all state readiness measures in its provider rating methodology for calculating kindergarten readiness rates.

Removes the limitation that prevented minimum kindergarten readiness rates from exceeding the threshold where more than 15 percent of providers would fall below the minimum rate.

Requires the Department of Education to adopt procedures for annually reporting the percentage of kindergarten students who meet all state readiness measures.

Takes effect July 1, 2011.
