Revises exemption for foreign insurers covering nonresidents domiciled outside the United States, requiring registration with the Office of Insurance Regulation and annual reporting of insurer information, ownership, officers, and product types by March 1.

Expands the definition of "captive insurer" to include association captive insurers (serving nursing homes, hospitals, and similar facilities) and industrial insured captive insurers, repealing the previous separate definition section.

Requires captive insurers to obtain a license and file evidence of employment or contracting with reputable persons to manage the insurer; limits insurance certificates for association captive insurers to the total funds of segregated accounts or separate cells.

Mandates that licensed captive insurers maintain their principal place of business in Florida and hold at least one annual board of directors meeting (or equivalent) in the state.

Applies additional provisions of the Florida Insurance Code to captive insurers, with specified exemptions including sections relating to agent licensing, broker licensing, and surplus lines.
